Some think it’s necessary to change the driver．It will be an effective way to control the number of private cars，which creates the traffic jams and air pollution we all suffer from．If they don't want to pay, they can take public transport instead．What's more, the money raised by the charge can be used to improve public transportation．

However, others against it, They hold the view that people drive because they have to, of various reasons, And they have paid a lot for their cars: higher oil price, taxes, fees , Government should try to find another way to solve the problem , Besides, The congestion charging will damage the economy as shoppers may desert centers, As a result will lose lots of money,
