Some think it’s necessary to change the driver．It will be an effective way to control the number of private cars，which creates the traffic jams and air pollution we all suffer from．If they don't want to pay, they can take public transport instead．What's more, the money raised by the charge can be used to improve public transportation．
However, others are against it, They hold the view that people drive because they have to, for various reasons, And they have paid a lot for their cars: higher oil price, taxes, fees .The government should try to find another way to solve the problem , Besides, The congestion charging will damage the economy as shoppers may desert centers, As a result lots of money will be lost.
In my opinion , It will be an unfair burden for car-owners who already pay various taxes and fees, But I do hope the government can improve the public transportation first, if they found it convenient to go out with the help of public transportation they will surely have a better choice.
