As you climb into the hill country, the roads get dustier and rougher, and fewer cars can be seen. Phonxay is one of the poorest districts of Laos, and many of its villages are only accessible by footpath. Our destination this hot morning is a concrete water tank that can be found just off the road. A UK organization helped to build it six years ago, and in the nearby village of Thapho, where clean drinking water is scarce, it has made a big difference. The tank feeds six taps which in turn give water to over 800 people---it has improved things for almost every family, from schoolchildren to grannies.
But lately, we were told, the clean water supply has come under pressure from new arrivals, people who have come down from the hill areas, and there are concerns that there will not be enough clean water to go round.
There are also serious worries about resources in Laos. The Chinese are building a 400km railway link, which could transform the landlocked country. About 150,000 Chinese workers will be involved. What will this do to local clean water supplies? How will the workers be fed?
The vast majority of Laotians live on farms. But with foreign investors wanting to buy up land, local people will have to be moved to make room for them. Heavily dependent on both foreign aid and foreign investment, Laos still falls well behind its neighbours, although its economy has grown at about 6% a year in the last decade. Its biggest economic problem is the lack of locally trained skilled workforce.
But there are reasons to be hopeful for the future. Laos is beautiful, and foreign tourism continues to grow: fortunately so far the fast-food chains and coffee bars common elsewhere are nowhere to be seen. Although all local media are government-run, the Internet is not controlled and the BBC and CNN are available to those with satellite dishes.
The government has also achieved impressive results in rural development, with communities benefiting not just from cleaner water but the construction of new schools and regular visits from medical teams. Poverty will not be history in Laos within the next decade, but with small steps forward and a bit of outside help, the country could find itself out of the UN’s least-developed category by 2020.

We would go back to our own homes after the activities.
The holiday was a valuable experience for me. I enjoyed every minute of it. Yet, time really flew fast. Three weeks later, we had to leave “home” for Hong Kong.

The way we do things round here
Some years ago, I was hired by an American bank. I received a letter from the head of the Personnel Department that started, "Dear John, I am quite pleased that you have decided to join us." That "quite" saddened me. I thought he was saying "we're kind of pleased you decided to join us although I wish we had hired someone else." Then I discovered that in American English "quite" sometimes means "very", while in British English it means "fairly".
So the first lesson about working in other countries is to learn the language and by that I don't just mean the words people speak. It is body language, dress, manners, ideas and so on. The way people do things highlights many of the differences we see between cultures(文化).
Some of these differences may be only on the surface-dress, food and hours of work-while others may be deeper and take longer to deal with. Mostly, it is just a question of getting used to the differences and accepting them, like the climate(氣候),while getting on with business.
Some of the differences may be an improvement. People are more polite; the service is better; you ask for something to be done and it happens without having to ask again. However, other differences can be troubling, like punctuality(準時).If you invite people to a party at 7 o'clock your guests will consider it polite to turn up exactly on time in Germany, five minutes early in the American Midwest, an hour early in Japan, 15 minutes afterwards in the UK, up to an hour afterwards in Italy and some time in the evening in Greece. I prefer not to use the word "late" because there is nothing wrong with the times people arrive. It is simply the accepted thing to do in their own country.

The garden city was largely the invention of Ebenezer Howard (1850-1928). After immigrating from England to the USA, and an unsuccessful attempt to make a living as a farmer, he moved to Chicago, where he saw the reconstruction of the city after the disastrous fire of 1871. In those days, it was nicknamed “the Garden City”, almost certainly the source of Howard’s name for his later building plan of towns. Returning to London, Howard developed his design in the 1880s and 1890s, drawing on ideas that were popular at the time, but creating a unique combination of designs.
The nineteenth-century poor city was in many ways a terrible place, dirty and crowded; but it offered economic and social opportunities. At the same time, the British countryside was in fact equally unattractive: though it promised fresh air and nature, it suffered from agricultural depression (蕭條) and it offered neither enough work and wages, nor much social life. Howard’s idea was to combine the best of town and country in a new kind of settlement, the garden city. Howard’s idea was that a group of people should set up a company, borrowing money to establish a garden city in the depressed countryside, far enough from existing cities to make sure that the land was bought at the bottom price.
Garden cities would provide a central public open space, radial avenues and connecting industries. They would be surrounded by a much larger area of green belt, also owned by the company, containing not merely farms but also some industrial institutions. As more and more people moved in, the garden city would reach its planned limit--- Howard suggested 32,000 people; then, another would be started a short distance away. Thus, over time, there would develop a vast planned house collection, extending almost without limit; within it, each garden city would offer a wide range of jobs and services, but each would also be connected to the others by a rapid transportation system, thus giving all the economic and social opportunities of a big city.

THE BRONTE FAMILY
Yorkshire, England was the setting for two great novels of the 19th century. One of them is Jane Eyre written by Charlotte Bronte.
The Bronte family had three girls and a boy. Charlotte was born in 1816, Emily was born in 1818 and Anne in 1820. Their brother Branwell was born in 1817. The children wrote and told stories and walked over the hills. They grew up largely self-educated.  Branwell showed a great interest in drawing.  The girls took positions as teachers or taught children in their homes. The girls were determined to earn money for Branwell's art education.
As children, the girls had all written many stories.  Charlotte alone wrote 22 books, each with 60 to 100 pages of small handwriting. Therefore, they turned to writing for income. By 1847, Charlotte had written The Professor; Emily, Wuthering Heights; and Anne, Agnes Grey.  After much difficulty, Anne and Emily found a publisher (出版商), but there was no interest shown in Charlotte's book. ( It was not published until 1859. ) However, one publisher expressed an interest in seeing more of her work. Jane Eyre was already started, and she hurriedly finished it. It was accepted at once; thus each of the sisters had a book published in 1847.
Jane Eyre was immediately successful; the other two, however, did not do so well. Emily lived only a short while after the publication of her book, and Anne died in 1849.
Charlotte published Shirley in 1849, and Villette in 1853. In 1854 she married Arthur Bell Nicholls. But only a year later, she died of tuberculosis (肺結核) as her sisters had.

Once I invited a group of friends round to my house, telling them that I was going to record their speech. I said I was interested in their regional accents, and that it would take only a few minutes. Thus, on one evening, three people turned up at my house and were shown into my front room. When they saw the room they were a bit alarmed, for it was laid out as a studio. In front of each easy chair there was a microphone at head height, with wires leading to a tape-recorder in the middle of the floor. I explained that all I wanted was for them to count from one to twenty. Then we could relax and have a drink.
I turned on the tape-recorder and each in turn seriously counted from one to twenty in their best accent. When it was over, I turned the tape-recorder off and brought round the drinks, and for the rest of the evening there was general cheerful conversation—interrupted only by the fact that I had to take a telephone call in another room, which unfortunately lasted some time.
Or at least that was how it would appear. For, of course, the microphones were not connected to the tape-recorder in the middle of the room at all but to another one, which was turning happily away in the kitchen. The participants, having seen the visible tape-recorder turned off, paid no more attention to the microphones which stayed in front of their chairs, only a few inches from their mouths, thus giving excellent sound quality. And my lengthy absence meant that I was able to obtain as natural a piece of conversation as it would be possible to find.
I should add, perhaps, that I did tell my friends what had happened to them, after the event was over, and gave them the choice of destroying the tape. None of them wanted to—though for some years afterwards it always seemed to be my round when it came to the buying of drinks. Linguistic research can be a very expensive business.
