　　In the past, the US filled this gap with foreign talented people. These people came to the US to study and got their doctorates (博士學位) from American universities. Many of them lived in the US to use their science skills . In 2001, foreign talented people not more than half of the doctorates in S&E in this country.

　　But the US can’t only depend on foreign talented people. In order to have more Americans with doctorates that work in jobs in S&E, more students need to go to university. However, even though the US is starting to support science, and middle school students are deciding to become scientists, these students will not finish their studies until 2018 or 2020.
